CHILDREN'S RIGHTS
However, according to data of the UNICEF of 1990, there are only in Latin
America about 40 million girls and boys of street displayed to the drugs
and bad treat, remembering that Brazil is great collaborator in this
cipher, of form that the situation is one of the worse ones, without
counting the social abandonment of million of people, what in them places
in a situation nothing pleasant: of champion of the social inequality and
quality of life, as widely divulged for the press in general.
It has two forms of
violence:
SPECIFIC VIOLENCE: isolated
acts as murders, fight etc.
STRUCTURAL VIOLENCE: generated
for the default of the State how much to the social duties, displaying the
person the dangerous acts. In the case of the minor, it has legal forecast
of protection in art. 98, I, of Law 8.069/90, ECA.
We still cannot forget
that to the end of the millenium we have in Brazil 41.0 % of its
population consisting of children and adolescent aged between 0 and 17
years, as the Demographic Census of 1991, the IBGE, what sample that we
have million of children and adolescents to take care of, to educate and
mainly to protect.
Data of the ONU show
that millions of children die annually in the world before completing 5
years due the malnutrition.
The situation of
violence against the minor is most serious.
